Camping affords a perspective that the casual tourist misses and few
get to see. Changing light and weather conditions yield scenes that
passers-through rarely enjoy.
                                    
       Willow Bay is managed by the United States Forestry Service. It is open for boating 24
hours a day, 7 days a week and features shore fishing, a large parking lot with a surfaced
ramp and a loading dock. Boat size and horsepower is unlimited. A fee is charged.
   Camping at 101 sites runs from May 5 to October 10. Fees are $18 to $23, but you get
quite a bit for that, including hot showers, your own picnic table a fire ring, and a tent pad.
There are even some flush toilets! And the
Seneca Casino in Salamanca is nearby, too.
  
How do you get there? Willow Bay is on the eastern shore of Kinzua Lake on the
Pennsylvania, New York Border.
   
From New York, use Route 280 from Exit 18 on Interstate 86. (It's quite the scenic ride to
the Pennsylvania border.)
   
From Warren, Pennsylvania take Route 59 past the Kinzua Dam and keep your eyes
peeled for a left-hand turn onto Route 321. On Route 321, turn Left on Route 346.
